UA Demining took an active part in a working meeting with state authorities on reforms in the field of humanitarian demining

On June 30, 2025, the UA Demining team took an active part in a working meeting of national mine action operators with representatives of state authorities implementing humanitarian demining policy. General Director of UA Demining Kristenko Andrii actively discussed topics related to the practical application of the cost compensation program, improving the methodology for calculating the cost of demining, and reviewing the qualification requirements for operators.

The meeting took place in Irpin at the initiative of the Ukrainian National Association for Humanitarian Demining.

Among the participants are Deputy Minister of Economy of Ukraine Ihor Bezkaravayny, Head of Humanitarian Demining Center Volodymyr Bayda, representatives of national operators, experts and specialized specialists.

The meeting discussed key issues related to the practical implementation of the Program for Compensation of Costs for Humanitarian Demining of Agricultural Land, in particular:

• engaging subcontractors within the framework of the Program approved by Resolution of the Cabinet of Ministers No. 284;

• possibility of recalculating the cost of services in case of partial unsuitability of land for cultivation (presence of buildings, reservoirs, landfills, fortifications, etc.);

• review of qualification requirements for participants in public procurement;

• the need to create a working group to prepare amendments to the Methodological Recommendations for calculating the cost of works;

• presentation of the methodology for determining demining productivity by type of work and factors affecting their speed;

• methodology for calculating the cost of work taking into account productivity;

• review of professional standards for training specialists for the industry;

• participation of Ukrainian operators in international procurement (UNOPS, UNDP) and related barriers.

The UA Demining team shared practical experiences, outlined the challenges faced by operators on the ground, and proposed specific steps to improve procedures.

The meeting aimed to establish closer cooperation between humanitarian demining practitioners and government agencies responsible for regulatory regulation, funding, and standardization of the industry.

UA Demining expresses its gratitude to the organizers for conducting this important initiative and creating an effective platform for professional dialogue and development of the humanitarian demining system in Ukraine.
